NASA and IEBC did not reach an agreement on demands during talks on Tuesday, Raila Odinga has said and criticised chairman Wafula Chebukati for "lying to Kenyans".
Chebukati claimed the electoral agency had met most of NASA's demands and assured Kenyans poll preparations are on course.
He said a joint team was put in place to tackle pending issues including the transmission contract with telecoms firm Safaricom.
But speaking after meeting Abagusii leaders on Wednesday, Raila said the Opposition and IEBC did not agree and that "there is still a big gap".
"Do not be cheated by anybody that we have had agreements with IEBC. Our faith in the agency remains zero," he said.
Raila noted they respect institutions but are opposed to those that sweep issues under the rag.
"IEBC has failed once so we will not take chances. We have agreed to champion for fair and just institutions," he said.
'JUBILEE CANNOT COMPLAIN'
The ODM leader told Jubilee, whose leader is his rival President Uhuru Kenyatta, that they should not be chest-thumping and saying they have no issues with the commission.
After Jubilee's meeting with electoral agency officials on Tuesday, DP William Ruto said Jubilee does not have "minimum or irreducible conditions" for the election to take place.
The Deputy President said they discussed critical matters and agreed the repeat election will take place as scheduled on October 26.

But Raila said: "Jubilee say they have no issues with IEBC. They were not the complainants, we were. So don't say Jubilee is not complaining...Jubilee cannot complain. We are not going back unless changes are made," he said.
"We are not taking Jubilee to the altar and fear they will get married to IEBC. We are asking IEBC to look at our minimus so we can march together. We want free elections."
Raila said NASA will mobilise men and women and defend fair elections as their demonstrations are not acts of violence.
"We have agreed that we will continue with peaceful protests. We reject [claims] that NASA demos are acts of violence. Protest will continue every Monday and Friday."
The protests are a push for IEBC CEO Ezra Chiloba's resignation and no changes to election laws ahead of the fresh presidential vote on October 26.
This was also the message by Siaya Senator James Orengo who addressed the press on NASA's behalf after the meeting with IEBC.
Orengo criticised diplomats who spoke against violence, saying they will not be blackmailed into backing out of the mass action.

Raila further called for investigations into police officers' acts of brutality against University of Nairobi students.
"We must take back our country from thugs and hooligans...majambazi wanafaa kuchukuliwa hatua ya sheria...vitendo walifanya ni vya kishetani...shetani ashindwe (thugs should be prosecuted...what they did was devilish...the devil should lose," he said.
"It is self evident that police have a habit of unleashing attacks on people including students. All people of goodwill should condemn police brutality and hooligans."
Several UoN students have narrated their ordeals in the hands of ruthless anti-riot police who assaulted them last Thursday.
Some of the female students described how the officers used vulgar language to address them while others touched their private parts.
One student said: "The officer who helped me told me to run, which I did. I am grateful I have no permanent physical injury but what happened was terrorism."
