Cord leader Raila Odinga has accused Jubilee of using "stolen" Eurobond cash and proceeds to woo opposition leaders.
Raila said those who call on the President and take numerous trips to State House were pursuing personal gain ahead of the 2017 poll.
"They are going to State House to fill their own stomachs. They do not have the people's development at heart," he said.
"If your region has been ignored for the last four years nothing can be done now."

The opposition leader further said Uhuru and DP William Ruto's huge donations at various functions were proceeds of corruption. He did not give evidence of the alleged corruption.
"The money should have been channeled towards development but instead it is used in buying leaders and people," he said on Monday.

Raila said Jubilee was busy launching projects that he started with former President Mwai Kibaki. The Cord leader was Prime Minister in the government formed by a peace accord after the 2007/8 post-election violence.
"They [Jubilee] are yet to finish projects we initiated when in government. What they are launching are among the flagship projects of the grand coalition government," he said.
The opposition leader said leaders should avoid visiting State House for development in the advent of devolution.
"We want leaders to put pressure (on the government) so that more money is devolved to county governments," Raila said at Nyamosense-Komosoko ward in Kuria West constituency, Migori county on Monday.
The Cord leader had attended the burial of Silvanus Magaiwa, the father of John Magaiwa who was a county ODM chair and senator aspirant in the 2013 poll.
"There is no development which can be discussed in State House," Raila said.
The visit to the backyard of Migori Senator Wilfred Machage, who was elected on an ODM ticket, comes hot on the heels of his indication that he would lead the Kuria community out of ODM.
"If you (Machage) used the same road to come to us, please use the same road to go away and leave us in peace," Raila said.
He warned the Kuria community against electing people who will divide them along tribal lines, and assured free and fair ODM primaries.
"All elective seats in Migori will be won by ODM, including the presidential votes. We will make sure we get all votes in the same basket," he said.
Dennitah Ghati (woman representative), Okoth Obado (Governor) and MPs Joseph Ndiege (Suna West), Silvance Osele (Kabondo Kasipul) and Timothy Bosire (Kitutu Masaba) also took a swipe at Machage's defection plans.
"Machage left ODM as an individual and his decision will not impact the Kuria community. We have a debt to pay back to Raila next year since we did not vote as a bloc in 2013," Ghati said.
Osele, Bosire and Ndiege said the Kuria need to stick with ODM and blend in with other communities to keep from appearing as outsiders.
Magaiwa defected from the Citizen Convection Party to ODM, and Ezekiel Bokobora, from URP.
